Roundtable: Health Insurance and Economic Inequality: Balancing Accessibility and Sustainability

The Department of History of Kazakhstan and Social-Political Disciplines held a roundtable discussion on the topic “Health Insurance and Economic Inequality: Balancing Accessibility and Sustainability.” The event served as a platform for open dialogue among experts, faculty members, and students on the development of healthcare and insurance systems in the modern world. This topic is particularly relevant in the context of recent constitutional reforms in the Republic of Kazakhstan.

The updated Constitution sets a new direction for development, centered on individuals, their rights, well-being, and potential. In this sense, the health insurance system is becoming more than just a healthcare financing mechanism, but an important instrument for implementing the constitutional principles of social justice and equal opportunity.

Participants included the Head of the Department, S.A. Nikiforova; Assistant Professors B.B. Rysbekova and D.E. Dzhakupova; Associate Professor B.S. Bitenova; Lecturer A.S. Moilbekova; as well as students from the “Pediatrics 2001” and “Medicine 2045” groups, who demonstrated strong interest in the topic and actively engaged in the discussion.

Invited speakers delivered insightful presentations. A.M. Tyngisheva, Associate Professor at the Department of Finance and Chair of the Council of Young Scientists at Karaganda University of Kazpotrebsoyuz, presented a paper titled “A Comparative Analysis of Healthcare Systems in the DACH Countries.” The presentation examined the organization of health insurance systems in Germany, Austria, and Switzerland, highlighting elements that could be adapted to national practice.


O.I. Sautina, Deputy Director of the Insurance and Reinsurance Department at ASKO Insurance Company, presented a report titled “An Insurance Pool as a Tool for Building a Sustainable Healthcare System in the Republic of Kazakhstan.” She emphasized the importance of risk and resource consolidation among insurance companies to enhance system resilience and improve access to medical services.

S.Kh. Soldatova, a freelance psychologist at DHKR and a psychologist at the Dos Youth Health Center, delivered a presentation titled “Health Insurance in Kazakhstan for Students (Colleges and Universities).” Her report focused on the level of awareness among young people regarding the compulsory health insurance system, as well as the challenges and barriers students face when accessing medical care.

During the roundtable, participants discussed key challenges facing the health insurance system, including unequal access to healthcare, the financial burden on the population, and the need to improve the efficiency of resource management. Particular attention was given to finding a balance between social equity and the economic sustainability of the healthcare system.

At the conclusion of the event, participants emphasized the importance of continued interdisciplinary collaboration and the value of such discussion platforms for developing practice-oriented solutions in the field of health insurance.
