The University Clinic - a structural subdivision of the "Karaganda Medical University". Established in 2018.

Operates under a state license. The clinic is located in a three-story building at 3rd Kochegarka Street, building 3, Prishakhtinsk district, Karaganda city, with an area of 2122 sq.m.

In 2018, a cosmetic renovation of the premises was carried out, and it was equipped with modern medical diagnostic equipment (a list of medical equipment is attached).

Patient treatment is conducted in five specialized units:

  • Admission and Diagnostic Unit;
  • Therapeutic Unit (general therapy, neurology, cardiology) – 40 beds;
  • Consultative and Diagnostic Unit: ultrasound, radiology, functional, endoscopic diagnostics, consultations in surgical specialties: adult and pediatric trauma-orthopedics, urology, proctology, thoracic surgery, adult and pediatric otorhinolaryngology; in therapeutic specialties: hematology, endocrinology, neurology, adult and pediatric cardiology, gastroenterology;
  • Anesthesiology, Resuscitation, and Transfusiology Unit;
  • Surgical Unit (general surgery, urology, gynecology, traumatology, otorhinolaryngology, thoracic surgery) – 60 beds;

Emergency patients without symptoms of a cold should contact the duty doctor (150, 152) regardless of their insurance status.

Emergency patients with cold symptoms should go to the filter area located to the left of the main entrance (follow the signs) regardless of their insurance status.

Planned patients should consult their attending physician regardless of their insurance status (rooms 214, 218), strictly by appointment (50-06-45, 56-21-11, DamuMed app).

Planned patients can receive specialized consultation only upon referral from their attending physician (except for dentists, emergency rooms, and dermatologists).

List of Guaranteed Volume of Medical Care (GVMC)/Mandatory Social Medical Insurance (OSMS) services provided at the Primary Health Care level.

The Professional Health Clinic of NAO "KMU" provides medical care within the framework of the Guaranteed Volume of Medical Care (GVMC) and the system of Mandatory Social Medical Insurance (OSMS).

GVMC includes:

  • Primary health care (PHC);
  • Consultative and diagnostic assistance by a specialist referral from PHC and profile specialists;

PHC refers to pre-medical or qualified medical care without round-the-clock medical supervision, including a set of accessible medical services provided at the level of an individual, family, and society.

PHC includes:

  • Preventive vaccinations against infectious and parasitic diseases according to the list approved by the Government of the Republic of Kazakhstan, in accordance with subparagraph 18 of Article 6 of the Code of the Republic of Kazakhstan "On People's Health and the Healthcare System" (hereinafter referred to as the Code);
  • Preventive medical examinations for target groups of the population, approved by the authorized body, in accordance with paragraph 7 of Article 155 of the Code (except for individuals specified in the Law of the Republic of Kazakhstan "On Mandatory Social Medical Insurance"), including:
  • Dynamic monitoring of patients with chronic diseases according to the list approved by the authorized body, including: a mandatory minimum of diagnostic studies (in the absence of exacerbation), training patients and their families in self-monitoring, self- and mutual-help in accordance with chronic disease management programs;
  • Medical and social assistance for socially significant diseases according to the list approved by the authorized body;
  • Consultation with a primary healthcare specialist, including for acute or exacerbated chronic diseases, including: performing medical procedures and treatments provided at the PHC level in accordance with the procedure established by the authorized body, home visits by PHC specialists – according to indications, as provided in the regulations on the activities of healthcare organizations providing outpatient and polyclinic care, approved by the authorized body, in accordance with subparagraph 1) of paragraph 3 of Article 32 of the Code, temporary disability expertise conducted in the procedure approved by the authorized body, in accordance with paragraph 2 of Article 59 of the Code;
  • Diagnostic services, including laboratory diagnostics according to the list approved by the authorized body;
  • Consulting patients on issues related to a healthy lifestyle, reproductive health, and family planning, including: education in preventive offices and health schools of PHC organizations.

Consultative and diagnostic assistance according to the referral of a PHC specialist and profile specialists includes:

    1) Medical and social assistance to individuals suffering from socially significant diseases, including their dynamic monitoring, including the consultation and examination by specialized specialists in accordance with subparagraph 89) of Article 7 of the Code;

    2) Consultation and examination of individuals with chronic diseases subject to dynamic monitoring, including:

  • Preventive medical examinations (including screenings) of target groups of the population subject to preventive medical examinations, in the manner and frequency established by the authorized body, in accordance with paragraph 7 of Article 155 of the Code;
  • Medical manipulations and procedures performed by specialized specialists in accordance with the procedure established by the authorized body;
  • Providing patients with specialized medical care for acute and chronic diseases, injuries, poisonings, or other emergency conditions;
  • Provision of high-tech medical services according to the procedure established by the authorized body, in accordance with paragraph 2 of Article 42 of the Code;
  • Temporary disability expertise conducted in the manner approved by the authorized body, in accordance with paragraph 2 of Article 59 of the Code;
  • 3) Diagnostic services, including laboratory diagnostics, according to the list approved by the authorized body.

    In the OSMS system, NAO "KMU" provides:

  • Consultative and diagnostic assistance according to the referral of a primary healthcare specialist (PHC) and profile specialists;
  • Substitute hospital care, except for cases of treatment of diseases within the framework of the guaranteed volume of free medical care (GVMC), based on the referral of a PHC specialist or medical organization;
  • Planned inpatient care, except for cases of treatment of diseases within the GVMC, based on the referral of a PHC specialist or medical organization within the planned number of hospitalization cases;
  • Medical rehabilitation and restorative treatment based on the referral of a PHC specialist or medical organization for the list of diseases (conditions) approved by the authorized body.
  • List of medical assistance in the OSMS system.
  • 4) Consultative and diagnostic assistance according to the referral of a PHC specialist and profile specialists:

  • Preventive medical examinations for children under eighteen years old and individuals over eighteen years old, in the manner and frequency approved by the authorized body, in accordance with paragraph 7 of Article 155 of the Code of the Republic of Kazakhstan "On People's Health and the Healthcare System" (hereinafter referred to as the Code);
  • Consultation and examination of individuals with diseases not subject to dynamic monitoring within the framework of GVMC, including:
  • Diagnostic services, including laboratory diagnostics, according to indications, on the referral of a specialist in accordance with the procedure established by the authorized body;

    Provision of high-tech medical services, provided according to the procedure established by the authorized body, in accordance with paragraph 2 of Article 42 of the Code. (According to the subcontract agreement with medical organizations in Karaganda);

  • Medical manipulations and procedures performed by specialized specialists in accordance with the procedure established by the authorized body;
  • Provision of substitute hospital care in accordance with paragraph 5 of this list;
  • Issuance of prescriptions for medicines and medical devices;

  • Hospitalization is possible if there are no acute and/or exacerbations of accompanying diseases.
  • If contraindications for hospitalization or surgery are detected, the hospitalization date will be postponed, or hospitalization will be denied.
  • If the necessary examination results are missing, they may need to be performed at the Medical Center at the patient's expense.
  • If you wish to undergo examination at the Center at your own expense, you must arrive at the Medical Center one day before hospitalization and stay in one of the hotels in the city.
  • If you fail to appear for hospitalization on the specified date, the voucher for inpatient care will be closed.

The following transport goes to the MCI KGMU stop "Polyclinic": minibus routes 02, 7, bus 33.

If you are coming from the railway station: from the "Vokzal" stop (about 100m), take the intercity buses №165, 127, 121, 146 to the "Polyclinic" stop. The trip by bus takes 20-25 minutes. The trip by taxi takes about 10 minutes.

Preparation for hospitalization:

    1. Three days before hospitalization, follow a light diet (broth, boiled meat, fish, chicken, cheese, milk) and maintain a good water intake (at least 1.5 liters of fluid per day).

    2. If you have chronic constipation, take laxatives (Senade, Dufalak, Bisacodyl, or others) 2-3 days before.

    3. If you take anticoagulants and antiplatelet drugs:

  • 7 days before surgery - stop taking clopidogrel and acetylsalicylic acid (aspirin can be continued at a dose of no more than 100 mg/day)
  • 5 days before surgery, stop taking warfarin
  • 1 day before surgery, stop taking (if you had been taking) non-steroidal anti-inflammatory drugs
  • 4. If you have a history of ulcers, begin taking omeprazole 20 mg per day in the evening (or its analogs) 7-10 days before hospitalization.

    5. Preventive vaccinations should be done no later than 1 month before hospitalization.

The validity of complaints considered at the level of the patient support service of internal control (2):

  • Unsubstantiated 2 (attendance at the appointment without prior registration, while the clinic's work schedule is determined by the legal regulations (Standards for dental care), refusal of planned dental care due to the inability to make an appointment, because in one case, the dentist's work schedule did not match the patient's requested time, and in another case, patients who had an appointment were already being seen).

  • 1. Definition: An appeal is a written, oral, or electronic document addressed to a subject considering the appeal or an official, which may be individual or collective, signed with a digital signature, consisting of a proposal, statement, complaint, request, or feedback. A complaint is an appeal submitted to a medical organization or the Patient Support and Internal Control Service (hereinafter referred to as SPIVC) by one or more citizens demanding the restoration or protection of their violated rights or legal interests in healthcare, or the rights or legal interests of other persons.
  • 2. Abbreviations:
  • 1) NAO "KMU" - non-profit joint-stock company "Karaganda Medical University";
  • 2) "OSR and UK" - Department of Strategic Development and Quality Management;
  • 3) SPIVC - Patient Support and Internal Control Service.
  • 3. Procedure. The applicant writes an appeal to the head of the Patient Support and Internal Control Service (hereinafter SPIVC) and submits the complaint directly to office No. 131 of SPIVC or drops it in the complaint box. It is possible to submit an oral appeal directly to the head of SPIVC or an employee of SPIVC in office 131. Complaints can also be written in the Complaint and Suggestion Book available at the reception desk.
  • 4. The appeal of an individual should include their last name, first name, and optionally patronymic, mailing address; for legal entities – its name, mailing address, outgoing number, and date. The appeal must be signed by the applicant or verified by a digital signature. When filing a complaint, the name of the subject or position, the names and initials of the officials whose actions are being complained about, the reasons for the appeal, and the demands must be stated.
  • 5. The received complaint is registered in the citizen appeals register.
  • 6. A written appeal submitted directly to the head of SPIVC will be given a receipt with the date and time, the name and initials of the person who accepted the appeal (the receipt is issued in SPIVC office).
  • 1) This appeal is reviewed by the SPIVC commission within twenty working days from the date the complaint was received (Article 99. Complaint Review Period, Administrative Procedural Code of the Republic of Kazakhstan from June 29, 2020 No. 350-VI).

  • 7. If additional information is required from other subjects or officials, or if an on-site inspection is necessary, the appeal is reviewed and a decision is made within thirty calendar days from the date it was received by the subject or official.
  • 8. If resolving the issues raised in the appeal takes a longer period, the appeal will be put under additional control until it is fully resolved, with the applicant being notified within five working days.
  • 9. Laws of the Republic of Kazakhstan may set other periods for reviewing appeals.
  • 10. The response to the appeal must be well-founded and reasoned, in the state language or the language of the appeal, citing the legislation of the Republic of Kazakhstan, including a refutation or confirmation of the applicant’s claims, and explaining their right to appeal the decision.
  • 11. After the work on a specific complaint is completed, the concerned staff, together with SPIVC, will decide on the development of corrective and preventive actions to prevent further complaints.
  • 12. The chief physician or their deputy will check the implementation of corrective and preventive actions to prevent further appeals. The results of the check are recorded in the report, indicating whether the actions were carried out or not.
  • 13. The head of the Service prepares a quarterly report on complaints, which includes:
  • 1) The number of complaints by clinic;

    2) The reasonableness of the complaints;

    3) The structure of the complaints.

  • 14. The complaint report is used when conducting a quality system analysis by the management and when developing a plan of measures to improve the quality of medical care and patient satisfaction.
  • 15. Appeals against decisions made after reviewing complaints: a complaint about the actions (or inaction) of officials or decisions made by the subject must be submitted to a higher official or subject within the hierarchy no later than three months from the moment when the physical or legal entity became aware of the action or decision.
  • 16. A missed appeal deadline is not a reason for the subject or official to reject reviewing the complaint. The reasons for missing the deadline will be investigated during the review of the complaint and may be grounds for rejecting the complaint.
  • 17. In the absence of a higher official or subject, or if the applicant disagrees with the decision made, the complaint can be submitted directly to the court.
