ADMISSION FOR FOREIGNERS

Information for International Applicants (non-CIS countries)

Admission to Karaganda Medical University for the 2025–2026 Academic Year

International applicants are admitted to NAO "KMU" on a paid basis following:

  • entrance examination,
  • online interview.

The admissions process is conducted throughout the year. Enrollment takes place 5 days before the start of the academic year.

Application deadline: August 15, 2025.

  3. High school diploma
  4. All documents in foreign languages must be accompanied by a notarized translation into Kazakh or Russian.
  5. Educational documents from foreign institutions are recognized in accordance with the legislation of Kazakhstan.

Important information:

When enrolling foreign citizens at NPJSC "KMU", students must contact the passport and visa control specialist at the International Medical Faculty (Room 110). Students of all academic years who ignore messages, instructions, or fail to appear may face disciplinary action, and repeated violations may result in expulsion from the university.

Timely Notification Requirements

First-year foreign students must notify the specialist in advance for visa and temporary residence permit (TRP) registration.

Other students must also notify the specialist at least 40 days in advance to avoid overstaying their guest status in Kazakhstan.

Visa and TRP Expiry Risks

If a student has a visa or TRP, they must visit the passport and visa control specialist at least 40 days before expiration.

Violating migration laws of Kazakhstan (such as overstaying a visa or TRP) leads to administrative penalties for the university.

TRP Validity Upon Exit from Kazakhstan

If a student leaves Kazakhstan, their TRP remains valid until the registered expiration date. Upon re-entering Kazakhstan, the student does not need to reapply for a TRP.

Obligations for Hosts of Foreign Citizens

The host (inviting party) must notify migration authorities within 3 business days after a foreign citizen enters Kazakhstan. Failure to do so results in fines.

If a student is expelled, the university must immediately notify the passport and visa control specialist and ensure the student visits them without delay for necessary migration procedures.

Exit Visa & TRP Expiry for Leaving Kazakhstan

If applicable, the exit visa and TRP allow departure within 15 days of expiry.

  • Upon each entry into Kazakhstan
  • When traveling to another region of Kazakhstan
  • When changing residential address
  • When changing a passport, a new notification must be submitted with the updated passport details

  • Application form for temporary residence permit issuance.
  • Copy of the applicant’s identity document (passport or other proof of identity). The original must be provided for verification.
  • Copy of health insurance (original required for verification).
  • Notarized consent for residency from the property owner, if the applicant is not the property owner.
  • Fingerprinting certificate of the foreign citizen.
  • Confirmation letter from the educational institution in Kazakhstan.

  • Visa application form with a 3.5 × 4.5 cm color or black-and-white photograph.
  • For visas issued at Kazakhstan’s embassies or international airports, the application must include the invitation number and registration date with the Ministry of Internal Affairs (MIA) or Ministry of Foreign Affairs (MFA) of Kazakhstan.
  • Valid passport (must meet specific requirements).
  • Original payment receipt confirming the visa fee payment.
  • Fingerprinting certificate of the foreign citizen.
  • Confirmation letter from the educational institution in Kazakhstan.
  • Notification of foreigner’s presence in Kazakhstan.

  • Must be genuine and belong to the applicant.
  • Must not contain any extensions, corrections, erased pages, or loose pages.
  • Must have at least two blank pages.
  • Must be valid for at least 3 months beyond the requested visa’s expiration date.
  • Must not contain extensions of validity.

Hosts must inform migration authorities within 3 business days of a foreign citizen’s arrival.

GUIDELINES FOR UNIVERSITY APPLICANTS AND STUDENTS

In accordance with Article 517 of the Code of Administrative Offenses, the hosting party is responsible for:

A violation of the migration legislation of the Republic of Kazakhstan by a foreign national or stateless person, expressed in the failure to comply with the rules of transit passage through the territory of the Republic of Kazakhstan, shall result in a fine of fifteen monthly calculation indices or administrative expulsion from the Republic of Kazakhstan.

3. A violation of the migration legislation of the Republic of Kazakhstan by a foreign national or stateless person, expressed in failure to leave the Republic of Kazakhstan after the expiration of the period established by the legislation of the Republic of Kazakhstan:

1) within three days – shall result in a warning;

2) exceeding three but within five days – shall result in a fine of ten monthly calculation indices;

3) exceeding five but within ten days – shall result in a fine of fifteen monthly calculation indices.

4. A violation of the migration legislation of the Republic of Kazakhstan by a foreign national or stateless person, expressed in evading departure for a period exceeding ten days after the legally established deadline, shall result in a fine of twenty-five monthly calculation indices or administrative expulsion from the Republic of Kazakhstan.

5. A violation of the migration legislation of the Republic of Kazakhstan by a foreign national or stateless person, expressed in engaging in activities inconsistent with the stated purpose of their visa, or engaging in employment in the Republic of Kazakhstan without obtaining a qualification compliance certificate for independent employment issued by the local executive authority, or without obtaining a work permit when such a certificate or permit is a mandatory requirement for employment, shall result in a fine of twenty-five monthly calculation indices, administrative arrest for up to ten days, or administrative expulsion from the Republic of Kazakhstan.

6. Actions specified in part three of this article, if committed repeatedly within one year after an administrative penalty has been imposed, shall result in a fine of fifteen monthly calculation indices or administrative expulsion from the Republic of Kazakhstan.

7. Acts specified in parts two, four, and five of this article, if committed repeatedly within one year after an administrative penalty has been imposed, shall result in administrative arrest for up to fifteen days with administrative expulsion from the Republic of Kazakhstan.

Regarding a foreign national (Article 517 of the Code of Administrative Offenses of the Republic of Kazakhstan) – Failure to leave the country within the legally established time frame:

In accordance with Article 518, a violation of the migration legislation of the Republic of Kazakhstan by individuals or legal entities hosting foreign nationals and stateless persons:

Failure by the hosting party to take measures for processing documents granting foreign nationals and stateless persons the right to stay in the Republic of Kazakhstan, ensuring their departure after the permitted period, or failure to timely inform the internal affairs authorities about the immigrants staying with them shall result in a warning for individuals, a fine for officials, small business entities, or non-profit organizations in the amount of ten monthly calculation indices, for medium-sized business entities – fifteen monthly calculation indices, and for large business entities – twenty monthly calculation indices.

2. Providing housing to a foreign national or stateless person staying in the Republic of Kazakhstan in violation of the migration legislation of the Republic of Kazakhstan or evading departure from the Republic of Kazakhstan within the established time frame shall result in a fine for individuals in the amount of twenty-five monthly calculation indices, for an official, small business entities, or non-profit organizations – in the amount of forty, for medium-sized business entities – in the amount of fifty-five, for large business entities – in the amount of seventy-five monthly calculation indices.

3. Actions specified in parts one and two of this article, if committed repeatedly within one year after the imposition of an administrative penalty, shall result in a fine for individuals in the amount of thirty monthly calculation indices, for an official, small business entities, or non-profit organizations – in the amount of forty, for medium-sized business entities – in the amount of seventy, for large business entities – in the amount of one hundred monthly calculation indices.

  • Failure to timely notify the migration service about the presence of a foreign national in the Republic of Kazakhstan;
  • Failure to take measures to process documents for the right to stay (visa, permit, temporary residence permit);
  • Failure of a foreign national to leave the country on time.
  • The violation entails a fine ranging from 10 MCI to 75 MCI, a warning for individuals, and a fine for officials (hereinafter – for the legal entity, represented by the first executive, with the protocol issued accordingly in the name of the Rector).

A repeated violation within 12 consecutive months entails a fine of up to 100 MCI, followed by the hosting party being added to the "blacklist" of the Ministry of Internal Affairs / National Security Committee and a one-year ban on issuing visa invitations.

Regarding the hosting party (Article 518 of the Code of Administrative Offenses of the Republic of Kazakhstan):
