Assessment of practical skills in the workers with highest medical education.

Based on the Code of the Republic of Kazakhstan “On health of nation and healthcare system” and the Order “On approval of Rules of qualification exams in healthcare” the Karaganda Regional Department of Control Committee of Medical and Pharmaceutical Activity of the Ministry of Health and Social Development of the Republic of Kazakhstan successfully carried out the assessment of practical skills for medical personnel with higher medical education on August 26 - September 3, 2014. This assessment attested the professional competence and approved the required qualification of healthcare specialists.

The examination committee included the specialists from Karaganda Regional Department of Control Committee of Medical and Pharmaceutical Activity of the Ministry of Health and Social Development of RK, Regional Healthcare Administration, faculty of Karaganda State Medical University and practicing physicians. The examiners were made of independent accredited experts who underwent special training on assessment.

The primary goal of Assessment of practical skills is the improvement of medical service provision to the population.

The practical examination was held at Clinical Skills Center of Karaganda State Medical University. Each examinee had to show his/her skills in provision of emergency medical care in four stations: CPR, acute coronary syndrome, primary surgical care for wounds, and conicotomy. The doctors attested for the highest qualification category has to interpret clinical and laboratory analyses instead of surgical care for wounds. The manikins and part-task trainers used allowed for the realistic completion of procedures in a simulated environment.

Out of 138 applicants in the third quarter of 2014, the 87 specialists were able to confirm the required qualification for the requested medical category.
