Patients’ rightsprotection

Scientific and practical conference “Social oriented health care: questions of medical and social technologies, preventive and restorative medicine in the sphere of patients’ rights protection” have finished in Karaganda.

Forum’s organizers were “Karaganda medical university” NCJSC I alliance with National Association «Primary Health Care» and National Resort Association of the RK. They have provide the area for speaking to the leading domestic specialists, health care practitioners as well as to leaders of professional and patients’ organizations. Speakers discussed actual problems faced by social workers, phycologists in the sphere of health care as well in the field of rehabilitation, preventive, resort and health care services directed to the needs and requirements of the nation. The forum have also provided for the experience exchange and updating of inter-sectoral and interagency cooperation.

Relevance of the conference’s topics suggests all round discussion of interdisciplinary aspects connected with the given problems.

Vice- Minister of the RK health care system –Zhandos Burkitbaev had a speech at the meeting. He had noticed that protection and strengthening of human health would be focused on preventive measures to reduce external and behavioral risk factors for diseases; high-quality treatment, full health recovery and rehabilitation, taking into account the age and social characteristics of a person.

-  It is important to go on the way of joining to the Charter of Patients' right in the Republic of Kazakhstan within the aim assigned by the RK Health Ministry. – Every person in every age need health, medical  literacy, healthy life style what are valuable resource and is the source of economic and social stability of the country.

Problems and ways of its resolving related to the medical rehabilitation and condition of country’s resort resources were actively discussed during the forum.

 Board chairman-President of the National Resort Association of the Republic of Kazakhstan, Head of the Center of Balneology of MUK NCJSC -_ Sayagul Kairgeldina raised the question related to the opportunity for patients to have rights for health improvement and restoring treatment.

The speaker emphasized the importance of continuity of stages for treatment and rehabilitation. So. To achieve results in therapy and improvement in treatment and rehabilitation we should adhere to the principle of continuity of stages – outpatient clinic, in-patient clinic. It is with the observance of this principle that a unified tactic is achieved in the treatment of patients and the prevention of diseases and a single goal - the preservation and restoration of health.

At the present time, there are no standard regulations, basic standards for resort treatment providing (maintenance with equipment, methods for treatment based on elements of evidence-based medicine, clinical protocols).

Today, there are 173 rehabilitation treatment and rehabilitation organizations in the country, of which 66% are private structures, 50% of capacities are not in demand. Only 179 days a year, the beds of these organizations (there are 16649 of them) are busy. In 2020, 2,490 people used them.

Problems in the sanatorium-resort area, as noted by S. Kairgeldina, can be solved thanks to the creation of a Research Institute, the development of a legislative framework, the development of infrastructure and the attraction of investments.

Considerable interest was aroused by the speeches of the President of the RPO "National Medical Association" Aizhan Sadykova on the role of professional medical associations in improving the service of rehabilitation and restorative medicine, the chief freelance specialist of the Ministry of Health of the Republic of Kazakhstan for physical medicine and rehabilitation of adults -Galiya Zhanaspaeva, on the state of medical rehabilitation of patients with COVID-19 and others speakers.

Separately, there was operation of three sections of the conference with participation of practicing therapists, social workers and phycologists of health care system where the participants exchanged their experience and acquired valuable skills which are necessary for successful practice.
