The meeting of the round table on the topic "CSHI. Questions and answers"

On September 18, 2017 the meeting of the round table on the introduction of the compulsory social health insurance system with the participation of representatives of business structures, the Medical Insurance Fund, NGOs, Maslihat deputies of Karaganda, parties of "Nur Otan", members of the Supervisory Board , faculty and staff members of KSMU was held in Karaganda State Medical University. The moderator of the discussion was Kosherova Bakhyt Nurgalievna, Vice-Rector for Clinical Work and Continuous Professional Development of KSMU.

Petrenko Elena Stepanovna, the chairman of the committee for the development of human resources of the Chamber of Entrepreneurs of the Karaganda region, expressed misgivings of private business of increasing the financial burden by the contributions to the HIF. Petrenko E.S. noted that it is important for employers to invest in the development of human resources, including in maintaining their health and preventing diseases of the most valuable and productive workers in the modern postindustrial period of the economy.

Kopobaev Fazil Kovanovich, director of the Karaganda branch of the HIF, noted the importance of compliance with the Law of the Republic of Kazakhstan "On compulsory social health insurance", adopted on November 16, 2015. The representative of the Fund stressed that to date the decision to postpone the implementation of the CSHI is not accepted.

Badina Julia Viktorovna, the first Deputy Chairman of the Karaganda Urban Branch of the «Nur Otan» Party, and Mabiev Kairzhan Nurgaliyevich, Chairman of the National Chamber of Health in the Karaganda Region, summed up the information and explanatory work. Speakers also noted the urgency of continuing this work with the public.

Zorin Boris Viktorovich, president of the PA «Association of Independent Medical Experts in the Karaganda Region», revealed the prospects of the participation of private clinics in the CSHI system.

Participants of the discussion discussed the benefits of further business participation in the health insurance system, as well as the possibility of implementing the CSHI as a pilot project in an individual region of Kazakhstan.

During the round table experts answered questions of employers, medical specialists, faculty and staff members of KSMU.

Representatives of practical healthcare expressed the hope that the CSHI system will reduce the migration of doctors, strengthen the human resources capacity of the industry and provide physicians with a decent salary.
