Explanation of main provisions of program of constitutional reforms of redistribution of powers between branches of government, proposed by the Head of State N.A. Nazarbayev in the address to the people of Kazakhstan dated 25 January 2017
On 7 February 2017 under the guidance of Professor M.M. Tusupbekova was held
a discussion by the employees of the Department of Pathological Anatomy and
Forensic Medicine with the students studying these disciplines. During the
meeting, the department members explained to the students the basic provisions
of the program of constitutional reforms of redistribution of powers between
branches of government, proposed by the Head of State Nursultan Nazarbayev in
the address to the people of Kazakhstan dated 25 January 2017.
In her speech, Associate Professor of the Department S.A. Musabekova briefly explained the objectives set by the President in his special address, and told about the main directions of activity of the Government of the Republic of Kazakhstan on their implementation. In the report were specified the priority directions selected by the President, in particular strategic functions, the role of the supreme arbiter in relations between the branches of government, focus on foreign policy, national security and defensibility of the country. For example, the Government was proposed to transfer the functions of approval of state programs, and the right to form and abolish central executive bodies not included in its composition. The Government will take full responsibility for solutions in this area; it is expected that this will increase the responsibility of executive government agencies and their managers, vest with authority, which will strengthen the role of the Parliament in relation to the local authorities.
Conversation participants discussed the state unprecedented openness to a broad discussion with the population of the country on proposed amendments to the Constitution of the Republic of Kazakhstan and expressed confidence that the implementation of the tasks set by the President within the framework of the constitutional reform would increase the prosperity of our country.
During the conversation, the students asked questions concerning the redistribution of powers between the branches of government. To all questions asked during the meeting were given answers.
