Minister of Health A. Giniyat held a meeting with population in Karaganda region

Minister of Health Azhar Giniat met with the population during a working visit to Karaganda region on the basis of the Karaganda Medical University, where attended by over 300 participants.

In her introductory statement, the Minister outlined several priority areas for development, this an increase in the scope and ensuring the availability of the health service in primary health care services (PHCS), the development of rural medicine, protecting motherhood and childhood, improving medicine provision.

«We carry out comprehensive work as part of the implementation of the instructions from the Head of State to improve the delivery of health care to the population. As a result, there is a positive dynamics of the main medical and demographic indicatorsfor the country. In Karaganda region, the situation is as follows: Overall mortality rate decreased by 9 per cent. Mortality from circulatory system diseases is also decreasing by 37%, cancer incidence by 8 percent, 37 per cent mortality from respiratory diseases, tuberculosis mortality reduced by 31 per cent», - noted Azhar Giniat at the beginning of the meeting.

Primary health care is a main branch of health care system, it is a service designed to coordinate all medical care for the population.

The Minister said, 9 new urban polyclinics were added in 2022 and outpatient clinic, including 3 polyclinics in Karaganda region.

Emphasizing the priority of rural health development, Minister spoke about introduction of preventive examinations for rural residents. «More than 50 thousand residents of villages of Karaganda region surveyed, dynamic monitoring of 506 people, which showed signs of hypertension, diabetes mellitus, renal pathologies», - informed the head of the Ministry of health.

As part of the drug supply to villagers 72 additional pharmacies opened on the basis of the medical organizations and 161 private pharmacies in rural areas.

In Karaganda region opened 6 pharmacies on the basis of rural medical organizations, 7 mobile pharmacy stations launched to benefit remote rural settlements.

«In 2023, a national project will provide 309 facilities in primary health care services, of which 42 objects in Karaganda region», - said Azhar Giniat.

To ensure availability of specialized cardiac and cardiac care approved and Road Map for Improving Emergency Medical Care Services is being implemented diseases of the circulatory system in PK for 2022 – 2023 years.

According to the information of the minister, there are 75 stroke centers, 4 of which were opened in 2022, 41 percutaneous coronary intervention center for patients with acute coronary syndrome.

«There are 6 stroke centers in Karaganda region and 4 Percutaneous coronary interventions center (PCI). In 2023 it is planned to open 8 stroke centers of 2 level and 4 Percutaneous coronary interventions center (PCI), inKaraganda region it is planned to open 3 stroke centers and 4 Percutaneous coronary interventions center (PCI)», - said the Minister of Health.

Turning to the subject of funding, she noted that in 2022 the funding of medical aid in the CSHI package increased by 25 percent.

On 1 January 2023, the number of insured persons in the compulsory social health insurance program (CSHI system) is 16.2 million. persons, or 83,2 percent of the country's population. In Karaganda region 948 thousand people insured in the CSHI system, or 83,6 percent.

At this point, additional financial resources are directed to the development of directions that have previously been under-served, the amount of funding for preventive examinations has doubled, medical advisory and diagnostic services and rehabilitation 1.5 times, 1.2 times in-patient care, 2.2 times high-tech medical care.

During the Minister’s meeting with the people of the region asked various questions: increase in the salaries of health workers, provision of medicines for children with rare diseases, alternatives to unsubstantiated health services, which are now very popular in the private market.

To question of the healthcare community representative about the prospects of building a university clinic, the Minister explained, that in the near future it is planned to build a hospital with 300 beds, 200-bed perinatal center is planned nearby. Doctors expressed concern about the increasing number of alternative medical services in private centers, after which patients should be provided with qualified medical care. «We intend to bring order in the market of such services, but we need doctors' support and patients' official treatment, so that we can take action and regulate these activities», - indicated А. Giniat.

Further, the Minister held a reception of citizens, where people applied for treatment abroad with regard to organ transplantation, the quality of medical care, drug provision. 

 A.Giniat gave comprehensive explanations on each appeal of the resident of the region, taking a number of questions under personal control, assigned to work out the decisions of the relevant departments of the department.
